Experiencia

Tiene más de 30 años de experiencia ejerciendo el derecho. La Dra. Noboa se ha especializado en derecho de competencia, comercio exterior, arbitraje comercial, energía, derecho del consumidor, recursos administrativos, telecomunicaciones, comercio electrónico y fiscalidad internacional.

Durante su carrera, ha sido asistente del presidente del Consejo Directivo del Instituto Dominicano de las Telecomunicaciones (INDOTEL) (2002-2004); Socia Fundadora de Noboa Pagán – Abogados (2004-2021); Knowledge Manager de Baker Mckenzie México (2017-2021); Directora Ejecutiva de Cámara Binacional de Negocios y Servicios México-República Dominicana A. C. (2020-2021). Consultora legal de la Subdirección Técnica de la DGA (2006) y Consultora Jurídica de dicha institución (2007-2009); Trainée Ejecutivo, Gerente de Regulaciones de Mercado y Consultora Legal de la Compañía Dominicana de Teléfonos, C. por A. (CODETEL), (1995-2001); Asociada de Pellerano & Herrera (1986-1988).

Cabe destacar que fue Miembro Honorario de la Comisión Redactora del Anteproyecto del Código de Ordenamiento de Mercado (1997-1999). Desde el sector privado participó en la discusión Proyecto Reforma Marco Institucional de las Telecomunicaciones, auspiciado por la Unión Internacional de las Telecomunicaciones (UIT) (1995-1997). También, fue colaboradora pro-bono de la Secretaria de Estado de Industria y Comercio en la preparación del “Proyecto de Ley de Defensa de la Competencia” en el 2006.

Educación

It should be noted that she was an Honorary Member of the Drafting Commission of the Draft Market Code (1997-1999). In the private sector participated in the discussion of the Telecommunications Institutional Framework Reform Project, sponsored by the International Telecommunications Union (ITU) (1995-1997). She was also a pro-bono collaborator of the Secretary of State for Industry and Commerce in the preparation of the "Draft Law for the Defense of Competition" in 2006.
